Numbers changes following bankruptcy/debt changes

Made a few more changes that hopefully balance out the issues caused by personal bankruptcy with the last release. 

Chiefly, we've:

• Made revenue ₤3/tile for all narrow-gauge to encourage investment in them...
• ... whilst making Independent's debt more significant. to make it a more interesting decision
• Changed starting cash to ₤24 split between players to avoid too many turn 2 dividend bankruptcies

It's been nothing too severe, but I think it's helped. 

This version is not up on TTS yet - I'll update here when it is.
